The bilateral committee was established 1963 and is based upon the Convention between the Government of the French Republic and the Spanish Government concerning the management of the upper part of the Garonne (Convention entre le Gouvernement de la Republique Francaise et le Gouvernement Espagnol relative ö l'amenagement du cours superieur de la Garonne). It covers the Garonne River and includes France and Spain.[1]
