Suggestions for further case development

Norbert and I were able to add some initial information for developing a case entry on this broad topic. There are many opportunities to expand this case entry and related articles -- Cameroon's decentralization process (specifically regarding water resource management) is ongoing and capacity for water management differs within and between basins in Cameroon.
