The Israeli-Palestinian Interim Agreement on the West Bank and the Gaza Strip was an accord signed by Template:Israel and the Palestinian Liberation Organization which established the Template:Palestinian Authority and set in motion an attempt a transition toward political autonomy for the Palestinians in exchange for formal PLO recognition of Israel and renunciation of violence.. Article 40 of the Agreement (and its associated schedules, #8-11) deal specifically with the sharing of water between Israel and the Palestinian Authority (PA), the settings of standards of environmental protection and pollution control, and the setting up of joint management and monitoring mechanisms to oversee water development in the West Bank. Important facets of this agreement include:

  • A recognition of "Palestinian water rights", which are left undefined but relegated to final status negotiations (Article 40, Section 1)
  • A commitment to use water sustainable and avoid environmental damage (40.3.a-j)
  • The transfer of authority over certain West Bank water sources and infrastructure to the Palestinian Authority (40.4-5)
  • A quantitative division of the waters of the Mountain Aquifer, with specified quantities allocated to Israel and specified quantities allocated to Palestine (40.7.a-b)
  • A recognition that Palestinian demand for water will increase in the future to an extra 70-80 MCM/year (40.6)
  • Creation of a Joint Water Committee
