The bilateral organization was established 1978 and is based upon the Agreement between the government of Australia (acting on its own behalf and L'Autorité du Liptako-Gourma, un outil de dévelopement on behalf of the government of Papua New Guinea) and the government of Indonesia concerning administrative arrangements as to the border between Papua New Guinea and Indonesia , Fly River Constituencies Act (1978). It covers the Fly River and includes Indonesia and Papua New Guinea.[1]
