The bilateral commission was established 1994 and is based upon the Agreement between the Government of Ukraine and the Government of the Slovak Republic on the Questions of Water Management in Frontier Waters. It covers the Tisza River and includes Slovakia and Ukraine.

Dispute Resolution Mechanisms
Any difference in interpretation or implementation of this initiative shall be resolved by means of discussion between the ministries The first instance of a dispute between parties is resolved bilaterally between disputing parties through negotiation without RBO involvement.[1]
