CTUIR is the Confederated Tribes of the Umatilla Indian Reservation. ODEQ/DHS are the Oregon Department of Environmental Quality and the Department of Human Services. OSU-IWW is the Oregon State University, Institute for Water and Watersheds (Jarvis, 2010).
