Is it possible to use mutual studies and research to conduct an energy exploration survey, which will create a clearer picture of the true energy reserves? Since there is no agreement on the division of the Caspian, there is no accurate data regarding its energy reserves. It seems that a main factor in making the littoral states unwilling to compromise is the uncertianty of what it is exactly that they are giving up on. Since energy has a highly precious value in terms of profits and political power this is not likely to change unless there is more certainty.In case no additional data is gathered, this can potentialy become a contentious issue in the future, especially if estimates differ largely from reality.

Are the parties sincere about their commitment to collaborate on environmental issues? The littoral states are getting support from the UN and the National Bank, icluding financial assistance. However, practiclly they seem to be doing very little. It seems like the littoral states are more concerned with their gains/losses on the energy issue and that the environmental preservation plans are more of a 'rubber stamp' than true attempts.

How can foriegn interests be aliminated? can bringing external parties to the tables as observers minimize their influence? The littoral states each have their own external allies. In addition, the current political situation with Iran makes it difficult to bring the US and Europe into the picture. If it was possible to invite external interested parties, would it have been easier to come to an agreement?
