This document, formally titled Exchange of notes constituting an agreement between Canada and the United States of America authorizing the Canadian entitlement purchase agreement provided for under the treaty relating to cooperative development of the water resources of the Columbia River Basin was signed in Washington and adds further aspects to an earlier agreement between these parties.[1] The primary issue covered by this document is hydro-power/hydro-electricity, but is linked to non-water issues via capital.[1]
