This document, formally titled Exchange of notes constituting an agreement between Canada and the United States of America authorizing the Canadian entitlement purchase agreement provided for under the treaty relating to cooperative development of the water resources of the Columbia River Basin was signed in Washington and adds further aspects to an earlier agreement between these parties.[1] The primary issue covered by this document is hydro-power/hydro-electricity, but is linked to non-water issues via capital.[1]

Comments on this agreement from the TFDD International Freshwater Treaties Database include:A permanent engineering board is also established. The treaty also specifies exact numbers for compensation of lost downstream power: 2.70 mills per kilowatt-hour, and 46 cents per kilowatt of dependable (non-seasonal?) capacity for each month or fraction thereof.[1]and regarding allocations: As before, Canada is entitled to receive one-half of the usable hydropower and one-half of the additional power resulting from additional stream flow created by channel alterations..[1]
